One Plus 5 does not activate wifi

A few days ago I tried to upgrade from Android Oreo (8.1.0) to Pie (9.0), the device locked up, I had to proceed to reverse the upgrade, and when I reboot the device does not allow the wifi to be activated, it deactivates immediately, consequently the device can not find or scan the networks, I have restored it to the factory, but can not get the wifi to be activated, I need help please to solve this big problem, thanks!

To install and restore system images, did you do from adb or are you using a custom recovery like twrp?
