Solución poco invasiva para la duración de la batería

tras haberme decidido a la compra del Power Bank a China, va y me dice el vendedor lo siguiente. Es todo un detalle la informacion, y el ingreso inmediato del dinero, eso sí. Os ha pasado lo mismo recientemente?:

Una pena... pero la pregunta es: porque les ha dado por retener a la aduana las baterías chinas? Problemas, falta de control de seguridad, etc?
