[ CONSULTA ] Power problem; battery good; but no power ;not charging

I put the cellphone in my pocket while traveling. then when I got it and pressed the power to turn the screen on, it did not on. then I found out it was not powered on. I tried to power it on but it does not power on I tried to charge it. but it did not charge.. the LED turned on for 1-2 seconds then turns off.

The battery of my Neo N003 is good. I assumed this because.
1.) battery worked in an external speaker.
2.) batter worked in other cellphone (I used crocodile pins to connect)

I tried other Good batteries of the two phones I have and it did not work.

tested the voltage in the battery pins of the Neo N003 when charged

positive(+) connected to negative(-) --- 0v
+ connected to ground ---- 0.41v
- connected to ground ---- 0.41v

tested the voltage in the battery pins of two other cellphone working good when charged

positive(+) connected to negative(-) --- 4.28v (average)
+ connected to ground ---- 4.1v (average)
- connected to ground ---- 0.8v (average)

what is the fix to this? can anyone help me?

If you plug the phone to the computer, happend the same?
