Lo ponen en un GitHub, sin ser 100% funcional (al igual que el S los drivers de la cámara no los ponen y eso que son suyos) y a partir de ahí que los que quieran compilen y se pongan a pensar como hacer funcionar lo que falta. Ellos no van a hacer más, pequeñas ayudas aquí y allí.

Está muy bien, que conste. Y más temprano que tarde el resultado es que alguien publicará una ROM AOSP que no se diferencie mucho de una CM. Pero nada más.
