Thank you for the report, we have been able to reproduce this on a SGS3, but it appears to be an issue with the stock media player and its inability to play short sounds.
You can experiment with this yourself by downloading this file:

If you notice, when you originally download the file, you will be able to play it from the downloads folder. But if you open up the music player directly, you will find that playing the sound file will not produce any sound.
I would suggest contacting Samsung about their inability to play sub one second sounds.
