A partir del Android 1.5 cualquier programa que quiera hacer uso del GPS obliga a tener activado permanentemente la opción del GPS... salvo que puedas instalarlo con los privilegios de root... en el caso del SimChecker ya sabes como hacerlo, en el caso del Where my Droid parece que no existe esa posibilidad (en la web del desarrollador no da esa opción).
"If you want to be able to use the GPS function you must have 'GPS Satellites' option enabled. (You can find this under Settings -> Security & Location -> Enable GPS satellites) The app can not enable it for you due to Google's new update that does not allow apps to change this setting anymore.
