Yes my understanding is that part of what Linaro tries to do is
suggest their improvements to Google so those can get included in the next "official" releases of Android. Linaro suggests also to improve the main Linux Kernel to include all those optimizations. And yes I think the Cyanogen people are already looking at all the suggestions Linaro comes with and in some cases they integrate those. For developing on the dev boards of ST-Ericsson, Freescale and Samsung, Linaro basically is the host.
