Pues debes ser root para hacer lo siguiente y te funcione la opción de arrastrar los widgets a los homes :
1-
-va a Data > App corta el archivo Apex.apk en System > App y pegado ahi reinicias y listo.
2-desintala apex y ve a System > App y pega este apk del launcher (abajo link) reinicia y listo.
Así ya podrás hacer eso.
