Pues si no me equivoco, esto es para usar el telefono como punto de acceso y dar internet (el de la tarifa plana del telefono) a tu PC.

Eso es, a tu PC o cualquier otro aparato, por ejemplo un amigo sin tarifa plana, cuando no haya wifi, si necesita conectarse y mirar su correo o algo en su móvil puedes usar este tipo de aplicaciones para darle conexión.
