A mi me pasa igual con todas las ics., la única que me ha dado el Lockscreen y el menú de apagado es la CM9, en este momento estoy con la LP2 y estoy usado Agile Lock para tener lockscreen y para tener menu con opciones avanzadas de reinicio uso Rom Toolbox.
Edito: Tengo instalado el Launcher que viene en la ultima ROM de Criskero (Lancher360 con tema de ICS), este Launcher trae una opcion de Lockscreen donde puedes activar un lockscreen de ICS.

Disculpa por escribir hasta ahora, bueno te comento que existen tres formas de corregir el problema:
Solucion 1
Con terminal hacer esto:
su
echo -n ON > /efs/imei/keystr
sync
reboot
Solucion 2
Aplicaciones necesarias:
1. Hex Editor
2. Root Explorer
Hacer lo Siguiente:
1. Using root explorer locate the /efs/imei/ folder. In that folder there should be a file called keystr. In my case the file was missing which is why the lock screen was missing and was causing my problems.
2. using root explorer create a new file called keystr
3. also in root explorer open the file keystr in text editor and type ON
4. now go into hex editor and locate the /efs/imei/keystr file.
5. using hex editor the first two values in green should be 4f and 4e. all others should be 00.
6. make sure you save the file.
7. reboot.
