If you wish all features of theme you need install theme. My program only mod the basic files. And use theme base because so maintaining most of the characteristics. I don´t make themes....only mods.

I worked it out so that I copy most of the icons of framework-res/drawable-hdpi-4
and the whole drawable with the theme GalaxyBlue to galaxystock framework-res.
I have a black menu and almost the whole theme GalaxyBlue.
At the beginning I create in ThemeEditor - SystemUI, Setting, and framework-res and it just worked.
