Estos son los pasos a seguir, basicamente bajar una app al movil y con el modo desarrollador activo y usar el comando en el adb.
Step 1:
Download the app MoreLocal2 in Play Store:

Step 2:
Install ADB drivers in ur PC

Step 3:
Enable develop mode in ur phone
Step 4:
Open adb shell and input the following line:
pm grant jp.co.c_lis.ccl.morelocale android.permission.CHANGE_CONFIGURATION
Step 5:
Open the app and then choose your language
