The telephone-layer got broken with apparently this commit: http://review.cyanogenmod.org/#/c/87964

IF already flashed: restoring previous unofficial build does have a working phone (even with newest firmware)!
Instead of restoring backup try dirty flashing without any wipes first.

Very sorry for the inconveniences, we'll fix it asap!
