The IMEI numbers are picked at random, assigned to slots and then these slots are lined up by the servers. There could be as few as 1 slot (rare) or as many as 6 (maybe even more). Performing a factory reset before the update will put you in the last slot, so I assume that the activation date of your phone might play a role in this.
