Así resolví yo lo del gps:
De forma resumida y después de muchos intentos:
Metiendo una rom oficial, entrando en el menú de servicio, que en el note 3 está capado y hay que estar metiendo códigos, y haciendo un "NV REBUILD" desde ese menú.
Aquí los pasos (lo he apuntado en una nota, es copy paste de 2 hilos diferentes de xda)

press menu > key input > Q
press menu > key input > 0000
Wait ten seconds for the menu screen to update.
Then continue with the following menu choices:
then go to*mainmenu>UMTS>Common>NV REBUILD>NV REBUILD>finish and dont exit menu
wait 30 sec
long press power button and select restart..
