Yo tengo el mismo problema con el Trebuchet de CyanogenMod sobre la rom Stock. Asi que le toca a Google meterle mano al código. Porque veces resulta bastante molesto que te habra aplicaciones como wasap cuando lo que quieres hacer es cerrarlas todas
