Hi liam,
The exact statement for Jelly Bean regarding Europe is:
Android™ 4.1 Jelly Bean on Motorola XOOM, XOOM2 and XOOM2 Media Edition is still under revision and planning. We will be communicating final information for those products soon.
I don't have any news on that yet but I will post it here as soon as there is. Sorry to not be of any more help!
